In the United States (USDA Organic Standard), “100% Organic” requires all ingredients (excluding water and salt) to be organic. “Organic” requires at least 95% organic ingredients. “Made with Organic Ingredients” requires at least 70% organic ingredients.

In the European Union, Many organic cosmetic standards also require approximately 95% organic ingredients to claim full certification.
